Adjourns the 2021 North Carolina General Assembly on Friday, December 10, 2021, and reconvenes on Thursday, December 30, 2021, at 12:00 noon.

Limits matters considered during the December 30 reconvening to: gubernatorial vetoes, appointments and confirmations, bills concerning electoral districts, litigation-related bills, conference reports, organizational resolutions, and further adjournment resolutions.

Prohibits consideration of bills returned for concurrence unless returned on or before December 10, 2021.

Requires conference reports to have had conferees appointed by both houses on or before December 10, 2021.

Becomes effective upon ratification.
