Realigns North Carolina's congressional districts into 14 districts for the 2022 elections pursuant to a North Carolina Supreme Court order in Harper v. Hall.

Redefines congressional district boundaries by specifying counties and voting tabulation districts (VTDs) for each of the 14 districts, with some districts including specific census blocks.

Districts 1-14 enumerate detailed geographic coverage across North Carolina counties, from eastern coastal counties (District 1) to western mountain counties (District 14).

Becomes effective upon enactment and applies to all elections conducted on or after the date it becomes law.
