Expands the City of Wilson's service area for providing communications service to include any property located within both Wilson County and an adjacent county.

Allows the City of Wilson to continue providing communications services in temporary extension areas (Town of Pinetops and areas within 800 feet of Christian Road between Bloomery Road and West Hornes Church Road) until a competitive Fiber to the Premises (FTTP) provider becomes available.

Requires the City of Wilson to terminate service in temporary extension areas 30 days after retail FTTP service becomes available from a competitive provider in those areas.

Permits the City of Wilson to establish rates, fees, charges, and penalties for temporary extension area services using the same process as services in Wilson County limits.

Becomes effective upon passage into law.
