Senate Bill 754 Summary

• Revises and consolidates the Charter of the Town of Nashville, North Carolina, establishing a municipal body politic and corporate with perpetual succession and standard governmental powers.

• Establishes a council-manager form of government with a Mayor and four-member Council, all elected at large for four-year staggered terms, with regular municipal elections held in odd-numbered years on a nonpartisan basis.

• Allows the Town to annex non-contiguous ("satellite") areas that may exceed 10% of primary corporate limits and permits exercise of local planning jurisdiction up to two miles beyond corporate limits with Nash County Board of Commissioners approval.

• Outlines Town Manager as chief administrator with authority to appoint and supervise all non-elected officers and employees, prepare budgets, and direct all municipal departments and agencies subject to Council control.

• Repeals seven prior legislative acts concerning the Town (from 1969, 1971, 1973, 1977, and 1985) and preserves all existing ordinances and resolutions not inconsistent with this Charter.
