Senate Bill 774 Summary

• Creates an infraction with up to $50 penalty for motor vehicle dealers who fail to inspect used vehicles before retail sale, effective December 1, 2022.

• Requires identification information (driver's license or ID card number of a responsible member) from firms, partnerships, corporations, and other entities when applying to title and register vehicles, effective October 1, 2022.

• Establishes a $1.00 fee per individual record for disclosure of motor vehicle and driver's license records, subject to quadrennial inflation adjustments, effective July 1, 2022.

• Exempts vehicles used by state agencies for research pilot or demonstration projects from state vehicle registration fees and certificate of title fees.

• Includes rail equipment in the definition of highway construction, maintenance, and repair for contracting purposes; extends the Disadvantaged Business Program through August 31, 2027; and requires increased outsourcing of professional services to small firms for highway projects.
