Eliminates the "soil scientist-in-training" designation and removes the three-year professional work experience requirement for soil scientist licensure in North Carolina.

Removes the definition of "soil scientist-in-training" from state law, which previously referred to persons who passed the licensure examination but had not completed required work experience.

Removes provisions that allowed applicants to substitute advanced degrees (master's or doctoral) or teaching/research experience for portions of the work experience requirement.

Appropriates $5,000 to the North Carolina Board for Licensing of Soil Scientists to adopt implementing rules.

Becomes effective October 1, 2022, for applications submitted or received on or after that date.
