Amends North Carolina's Elevator Safety Act to apply to elevator devices in private residences, cottages, or similar accommodations subject to taxation under G.S. 105-164.4F, excluding traditional single-family residences.

Requires property owners of subject properties to install a baffle or space guard to fill gaps in elevators that are inconsistent with North Carolina Residential Code Section R321.1 when inspected.

Specifies that the baffle or space guard must be permanent and nonremovable, withstand 75 pounds of horizontal force applied with a 4-inch diameter sphere without permanent deformation, and allow no more than three-quarters of an inch sill.

Appropriates $10,000 from the General Fund to the Department of Labor for the 2022-2023 fiscal year to implement the elevator safety amendments.

Becomes effective July 1, 2022.
