Authorizes qualified driver education and licensed commercial driving training school instructors to administer vision tests required for restricted instruction permits.

Instructors must demonstrate ability to properly administer vision tests according to standards established by the Division of Motor Vehicles.

Vision testing by instructors is limited to applicants enrolled in driver education programs approved by the State Superintendent of Public Instruction at public high schools, nonpublic secondary schools, or licensed driver training schools.

Appropriates $100,000 in nonrecurring Highway Fund money to the Department of Transportation, Division of Motor Vehicles for the 2022-2023 fiscal year to implement the act.

Sections take effect on different dates: appropriation effective July 1, 2022 and authorization effective October 1, 2022.
