Prohibits the North Carolina Medical Board and Board of Nursing from disciplining physicians, physician assistants, or nurse practitioners for prescribing or administering 25 specified medications or supplements they believe are medically necessary for COVID-19 treatment.

Prohibits disciplinary action against these healthcare providers for providing medical exemptions from masks, COVID-19 tests, or vaccinations, or for treating patients unable to comply with such requirements for religious, medical, or philosophical reasons.

Prohibits disciplinary action for documenting COVID-19 vaccine injuries and protects providers acting in good faith from being classified as immoral or unprofessional conduct.

Extends similar protections to pharmacists for dispensing or administering the same 25 medications or supplements for COVID-19 treatment.

Authorizes civil penalties up to $500 per violation against boards that violate these provisions and appropriates $10,000 for fiscal year 2022-2023 to monitor board compliance; effective October 1, 2022.
