State Board of Community Colleges shall establish an in-state tuition pilot program allowing Tri-County Community College to offer in-state tuition rates to residents of four Georgia border counties: Fannin, Rabun, Towns, and Union counties.

Out-of-state students eligible for in-state tuition under this program cannot displace North Carolina residents seeking enrollment in Tri-County Community College programs.

State Board of Community Colleges must report annually beginning September 30, 2022, to the Joint Legislative Education Oversight Committee and Fiscal Research Division, including enrollment numbers, program selections, displacement impacts, and economic development indicators.

Pilot program expires at the end of the 2024-2025 academic year.

Act is effective when it becomes law and applies beginning with the 2021-2022 academic year.
