Appropriates $250,000 in recurring funds and $250,000 in nonrecurring funds to the North Carolina Justice Academy for fiscal year 2022-2023 to expand course offerings and develop online training capabilities.

Requires the North Carolina Justice Academy and Community College System to develop a memorandum of understanding by October 1, 2022 to allow community colleges to provide law enforcement training and reduce travel costs for agencies.

Appropriates $250,000 in recurring funds to the Department of Justice for fiscal year 2022-2023 to develop, maintain, and staff the North Carolina Law Enforcement Accreditation Program.

Expands the Criminal Justice Fellows Program to include bachelor's degree and Basic Law Enforcement Training Program certificate recipients in addition to applied associate degree recipients, and changes "eligible county" definition from counties with populations under 200,000 to all counties statewide.

Mandates all law enforcement agencies establish Crisis Intervention Teams with specially trained officers by December 1, 2024 to handle mental and behavioral health crises, and appropriates $250,000,000 in grant funds to support Crisis Intervention Team training.
