Requires the North Carolina Teaching Fellows Commission to select at least one minority-serving institution, as defined in 20 U.S.C. § 1067k(3), to participate in the North Carolina Teaching Fellows Program.

Mandates the Commission complete this selection by December 1, 2021.

Specifies that selected institutions must demonstrate high rates of educator effectiveness, measurable impact on student learning, and high pass rates on teacher licensure exams.

Requires selected programs to provide curricular enhancements in leadership, diverse learner instruction, community engagement, classroom management, and early internship experiences in diverse school environments.

Takes effect upon becoming law.
