Appropriates $28,300,000 from the General Fund to the City of Fayetteville for the 2022-2023 fiscal year, with $20,000,000 for repairs or upgrades to high-hazard dams located in or upstream of Fayetteville and $8,300,000 for water infrastructure improvements in the Wayland Drive and Rhemish Drive areas.

Appropriates $95,000,000 from the General Fund to Cumberland County for the 2022-2023 fiscal year to be used for countywide water infrastructure projects.

Specifies that appropriated funds are nonrecurring and do not revert, remaining available for the specified purposes.

Takes effect on July 1, 2022.
