Adds clarifying language to G.S. 143B-1022(a) expanding the Silver Alert System to include missing persons of all ages with physical or mental disabilities requiring protection from abuse, neglect, or exploitation, in addition to those with dementia or Alzheimer's disease.

Appropriates $15,000 in nonrecurring General Fund money to the Department of Public Safety for the 2022-2023 fiscal year to be allocated to the North Carolina Center for Missing Persons.

Funds will be used to develop and distribute educational materials to relevant stakeholders clarifying the permissible uses of the North Carolina Silver Alert System.

The appropriations section becomes effective July 1, 2022, while remaining provisions take effect upon enactment.
