Transfer $785,106,248 from the Savings Reserve Account to the General Fund within 30 days of the act becoming law to fund education initiatives.

Allocate $142,900,000 in nonrecurring funds to the Department of Health and Human Services to implement the Leandro Comprehensive Remedial Plan.

Allocate $608,006,248 in nonrecurring funds to the Department of Public Instruction to implement the Leandro Comprehensive Remedial Plan.

Allocate $34,200,000 in nonrecurring funds to the Board of Governors of The University of North Carolina to implement the Leandro Comprehensive Remedial Plan.

Require the Director of the Budget to include necessary funds in the 2023-2024 base budget and subsequent fiscal years to carry out the Comprehensive Remedial Plan, with unused funds reverting to the appropriate fund on June 30, 2023.
