Senate Bill 86 Summary

• Division of Health Benefits must develop and implement a plan to increase awareness of school-based health services (beyond IEP services) that are reimbursable under North Carolina's Medicaid State Plan in coordination with Department of Public Instruction, local education units, and managed care organizations.

• Plan must assess feasibility of enhanced rates and other mechanisms to encourage private agencies to provide school-based health services to Medicaid and NC Health Choice eligible students, with submission to legislative committees no later than August 1, 2022.

• Joint Legislative Program Evaluation Oversight Committee shall revise the 2023-2024 work plan to include evaluation of the Integrated Care for Kids (InCK) Medicaid pilot program's empirical benefits, expansion feasibility, and anticipated cost savings.

• Program Evaluation Division must submit its InCK evaluation to the Joint Legislative Program Evaluation Oversight Committee no later than March 1, 2025.

• Act becomes effective upon passage into law.
