Creates Article 29E in Chapter 115C of the General Statutes to establish ten enumerated parental rights related to child education, health care, and safety.

Grants parents the right to access education records under federal law, make health care decisions, access school performance data, know nutrition facts of meals, and sit in their child's classroom within reasonable limits.

Requires schools to ensure children have fully resourced classrooms with necessary tools and technology, diagnose and serve children with learning disabilities, and provide timely notifications about health, well-being, and safety threats.

Appropriates $50,000 in nonrecurring funds to the Department of Public Instruction for the 2022-2023 fiscal year to create a public awareness campaign informing parents of their rights.

Becomes effective upon enactment and applies beginning with the 2022-2023 school year.
