Establishes the Behavioral Health Statewide Central Availability Navigator (BH SCAN), a secure web-based system operated by the Division to assist in placing individuals needing behavioral health treatment.

Requires participation in BH SCAN by child residential services facilities (Levels I-IV), community inpatient psychiatric units and hospitals, facilities providing crisis services and detoxification, psychiatric residential treatment facilities, and state-operated alcohol and drug treatment centers and psychiatric hospitals.

Mandates participating facilities maintain daily connection to BH SCAN, provide daily updates on bed availability, and timely updates to operational and admissions information.

Imposes a fine of $100 per day for each day a facility fails to comply with BH SCAN participation requirements, though the Division may waive fines resulting from no-fault technical complications.

Appropriates $100,000 in nonrecurring General Fund appropriations to the Department of Health and Human Services effective July 1, 2022, to facilitate connections and communicate implementation requirements; BH SCAN requirements effective October 1, 2022.
