Department of Public Instruction shall establish a High-Impact Tutoring Grant Program for public school units to address learning loss from COVID-19, operating from 2022-2023 through 2024-2025 school years.

Grant awards capped at $450,000 or half estimated program cost (whichever is less) for 2022-2023 and 2023-2024 fiscal years, and $900,000 or full cost (whichever is less) for 2024-2025.

High-impact tutoring plans must include tutoring in groups of four or fewer students, minimum three times weekly with 30-50 minutes per session, same tutor throughout the year, and integration during school day.

Appropriations of $23,000,000 in nonrecurring funds for both 2022-2023 and 2023-2024 fiscal years, and $45,000,000 for 2024-2025 fiscal year.

Department shall prioritize grants to schools demonstrating need for learning loss support, high enrollment of low-income or underserved students, or rural schools unable to otherwise afford tutoring programs.
