Deems charter schools approved by the State as public schools to be local government entities for purposes of the North Carolina Medicaid program.

Allows charter schools to receive Medicaid reimbursement in the same manner as local education agencies by making them responsible for the nonfederal share of reimbursable medical services.

Requires the nonfederal share to consist exclusively of public funds and defines "reimbursable medical services" as medically necessary services and related administrative activities for which federal payment is available under North Carolina Medicaid.

Clarifies that "nonfederal share" means the portion of expenditures for reimbursable medical services that draws down federal financial participation.

Becomes effective July 1, 2021.
