State Board of Community Colleges may conduct fee negotiations and supervise contracts for capital projects costing $4,000,000 or less, without Department of Administration involvement as the awarding authority.

State Board may delegate its authority for projects under $4,000,000 to individual community colleges if they meet guidelines approved by the State Building Commission and Director of the Budget.

Community colleges must use standard design and construction contracts currently used by the Office of State Construction of the Department of Administration.

For projects $2,000,000 or more, the Community Colleges System Office must report annually to the State Building Commission with project lists, costs, contractor names, and minority business participation information.

Department of Administration authority applies only to community college projects of $2,000,000 or more, or to smaller projects upon written request from the State Board of Community Colleges.
