Appropriates $100,000 to the Department of Commerce for the 2022-2023 fiscal year to study workforce development methods in eastern North Carolina, with funds available for hiring consultants.

Study must address graduation rates with employment-translatable credentials, living wage earnings, sectoral partnerships with critical industry employers, upskill and reskill opportunities, and methods for responding to changing workforce needs.

Department of Commerce must report study results and legislative recommendations to the House Appropriations Subcommittee on Natural and Economic Resources, Senate Appropriations Committee on Natural and Economic Resources, and Fiscal Research Division by December 1, 2022.

Appropriates $41,500,000 to the Community Colleges System Office for the 2022-2023 fiscal year to be allocated to Pitt Community College for construction of a new Center for Workforce Development and Innovation.

Nonrecurring funds do not revert and remain available to recipients for specified purposes; bill becomes effective upon enactment.
