Appropriates $2,000,000 in nonrecurring General Fund monies for fiscal year 2022-2023 to establish the Center for Telemedicine and Digital Healthcare Access at East Carolina University for patient care in underserved areas, provider education and training, and research on clinical outcomes and health technology innovation.

Funds for the new center shall support personnel hiring and training, building space and equipment purchases or leases, school telehealth clinics for students and public school personnel, and administrative costs.

Appropriates $1,000,000 in nonrecurring General Fund monies for fiscal year 2022-2023 to expand the statewide telepsychiatry program (NC-STeP) through East Carolina University's Center for Telepsychiatry and e-Behavioral Health to serve students and employees at up to four additional University of North Carolina constituent institutions.

Act becomes effective July 1, 2022.
