Expands tuition grant eligibility to include graduates from cooperative and innovative high schools (CIHS), in addition to existing eligibility for North Carolina School of Science and Mathematics (NCSSM) and University of North Carolina School of the Arts (UNCSA) graduates.

Eligible graduates must be North Carolina residents for tuition purposes and enroll full-time in a constituent institution of the University of North Carolina in the academic year following graduation.

Students may receive tuition grants for up to four academic years of undergraduate study, with continued enrollment required unless the Authority waives this requirement due to military service, serious medical debilitation, disability, or extraordinary hardship.

Appropriates $11,500,000 in recurring funds for fiscal year 2022-2023, with intent to appropriate an additional $11,500,000 annually for fiscal years 2023-2024, 2024-2025, and 2025-2026.

Becomes effective July 1, 2022, and applies beginning with graduates from cooperative and innovative high schools from the 2021-2022 school year.
