Allows pharmacists to order and perform FDA-approved CLIA-waived laboratory tests to assist with medication decisions and treatment of influenza, streptococcus pharyngitis, and other health conditions screened by those tests, effective October 1, 2022.

Prohibits pharmacists from treating health conditions with controlled substances classified in Schedules I-IV.

Requires health insurers in North Carolina to reimburse pharmacists at the same rate as nurse practitioners or physician assistants when providing equivalent health care services within the pharmacist's scope of practice.

Mandates insurers reimburse contracted health care facilities or contracted pharmacists directly for covered services whether or not the pharmacist participates in the insurer's provider network.

Appropriates $100,000 in nonrecurring funds to the Department of Insurance for 2022-2023 fiscal year to implement the act.
