Codifies the essential holdings of Roe v. Wade (1973) and Planned Parenthood v. Casey (1992) into North Carolina law as Article 1M of Chapter 90 of the General Statutes.

Prohibits the state from imposing an undue burden on a woman's ability to choose whether to terminate a pregnancy before fetal viability, defined as any burden placing a substantial obstacle in the path of seeking abortion prior to viability.

Permits the state to restrict abortion after fetal viability unless necessary to preserve the life or health of the woman, and allows laws, rules, or regulations to further the health or safety of women seeking abortion.

Includes a savings clause preserving the effect of existing conscience protection laws.

Appropriates $25,000 from the General Fund to the North Carolina Obstetrical and Gynecological Society for fiscal year 2022-2023 to educate healthcare providers about the act's provisions.
