Appropriates $6,000,000 in nonrecurring funds for the 2022-2023 fiscal year to support, maintain, or expand chronic care units in state prisons.

Appropriates $4,000,000 in nonrecurring funds for the 2022-2023 fiscal year to improve screening and training of incoming staff at state prisons.

Requires the Secretary of Public Safety to extend limits of confinement for prisoners when a state prison reaches 80% or more of maximum occupancy capacity, using authority similar to COVID-19 pandemic policies.

Expands medical release eligibility to include inmates who are incapacitated to the extent they do not pose a public safety risk, in addition to those permanently and totally disabled, terminally ill, or geriatric.

Extends the Commission's timeframe for deciding medical release referrals to 20 days for incapacitated inmates (matching the timeline for permanently and totally disabled inmates).
