Occupational and state agency licensing boards must file electronic data on military-trained applicants and military spouses with the Department of Military and Veterans Affairs by October 31 annually, and beginning July 1, 2022, must identify the person responsible for filing such information.

Appropriates $95,000 in recurring funds for fiscal year 2022-2023 to establish one full-time position in the Department of Military and Veterans Affairs to assist licensing boards in complying with military licensing provisions.

Excludes uniformed services retirement pay from North Carolina state income taxation for members who served at least 20 years or were medically retired under 10 U.S.C. Chapter 61, effective for taxable years beginning January 1, 2022.

Extends educational protections and benefits of the Interstate Compact on Educational Opportunity for Military Children to school-aged children of National Guard and Reserve members not on active duty status, effective for the 2022-2023 academic year.

Expands the state employment preference for eligible veterans to include subsequent hirings, promotions, reassignments, and horizontal transfers, and authorizes counties and cities to enter into Intergovernmental Support Agreements with military branches to provide installation-support services.
