Authorizes the City of Durham to employ civilian personnel as "Civilian Traffic Investigators" to investigate traffic crashes involving only property damage.

Requires Civilian Traffic Investigators to complete training designed by the Durham Police Department in consultation with the North Carolina Justice Academy, followed by at least four weeks of field training with an experienced law enforcement officer.

Establishes that Civilian Traffic Investigators shall wear uniforms substantially different from law enforcement officers, display official credentials and name badges, and not carry weapons or have arrest authority.

Restricts investigator vehicles from bearing police markings or using blue lights, though red and amber lights are permitted; law enforcement officers must investigate any crashes involving personal injury or fatality.

Requires the City of Durham to submit a written report to the House and Senate Appropriations Committees on Justice and Public Safety by December 31, 2023, covering the program from its effective date through November 1, 2023.
