Authorizes the Division of Motor Vehicles to issue certificates of title for all-terrain vehicles, modified utility vehicles, and utility vehicles upon application and payment of the established fee.

Application for vehicle titles must include the owner's name, mailing and residence addresses, driver's license number, and vehicle description including make and model.

Imposes an additional $25.00 annual registration fee on modified utility vehicles beyond standard registration fees.

Expands where modified utility vehicles may be operated to streets and highways with speed limits up to 55 miles per hour, except on four-lane or wider roads where the limit cannot exceed 35 miles per hour.

Becomes effective October 1, 2022, and applies to all registrations or certificates of title issued on or after that date.
