Allows nonprofit grantees and contractors to automatically activate up to six-month contract extensions for service continuity when formal extensions are not completed within 10 business days of the subsequent contract start date.

Establishes a 60-day standard timeframe for the Department of Health and Human Services to conduct contract negotiation, oversight, and monitoring duties and requires key performance indicators to be included in contracts.

Requires the Department to pay reimbursement requests and invoices within 30 days of receipt, with invoices deemed valid if no feedback is provided within 10 business days, and imposes 3% monthly interest penalties on late or wrongfully withheld payments.

Mandates training and continuing education for Department purchasing and contract monitoring personnel, including ethics training, and restricts training requirements for nonprofit contractors to only those directly related to services or contract administration.

Appropriates $110,000 in recurring funds for fiscal year 2022-2023 to fund a position supporting contractors and grantees with reporting and compliance requirements, effective July 1, 2022.
