Prohibits modification of diesel-powered motor vehicles with devices that enable emissions exceeding legal limits or "coal rolling," effective October 1, 2022.

Defines "coal rolling" as operating a diesel vehicle to emit visible air contaminants with intent to harass, annoy, or alarm a person; obstruct roadway views; or create hazards to vehicles, bicycles, or pedestrians.

Establishes coal rolling as a Class A1 misdemeanor offense, effective December 1, 2022.

Requires law enforcement officers to complete eight hours of annual in-service training to properly identify violations of emission control laws, effective January 1, 2023.

Appropriates $25,000 in nonrecurring funds to the Department of Transportation for 2022-2023 to implement emission inspection standards and public education.
