Authorizes Durham Public Schools Board of Education and Durham County to partner together to construct, provide, and maintain affordable rental housing on property they own.

Allows the two entities to convey property to partnerships, joint ventures, or land trusts for housing purposes, excluding property acquired through eminent domain after the bill's effective date.

Restricts housing units exclusively to Durham Public Schools teachers, sworn law enforcement officers, other first responders employed by local government entities in Durham County, and other Durham Public Schools employees.

Requires at least 75% of housing units to be reserved for Durham Public Schools teachers, with the board authorized to establish reasonable rents and charge below-market rates.

Housing units must comply with all applicable building codes, zoning ordinances, and health and safety regulations.
