Permits teachers licensed in foreign countries to obtain a North Carolina Continuing Professional License if they have at least three years of teaching experience and are in good standing with their licensing jurisdiction.

Appropriates $100,000 in nonrecurring General Fund dollars to the Department of Public Instruction for the 2024-2025 fiscal year to implement the new teacher licensure reciprocity criteria and advertise them to potential applicants.

Requires the Division of Motor Vehicles to provide driver license handbooks and written tests in nine languages in addition to English: Arabic, Chinese, Dari, French, Hindi, Pashto, Spanish, Swahili, and Telugu.

Appropriates $10,000 in nonrecurring Highway Fund dollars to the Department of Transportation, Division of Motor Vehicles, for the 2024-2025 fiscal year to produce multilingual materials.

Teacher license reciprocity provision becomes effective upon enactment; DMV language provisions become effective January 1, 2025, with funding becoming effective July 1, 2024.
