Department of Public Instruction shall establish a five-year pilot program (2025-2026 through 2029-2030 school year) with up to 10 local school administrative units to create sixth and ninth grade academy programs providing comprehensive support for students transitioning between school levels.

Local school units must submit applications by September 15, 2024 including their program model design with enhanced instructional and support strategies and estimated costs for staff, facilities, and support services.

Department shall select up to 10 participating units by December 15, 2024, prioritizing geographic diversity including both urban and rural areas across North Carolina.

Independent research organization shall evaluate program implementation and outcomes annually, measuring student proficiency, dropout/promotion rates, attendance, fund usage, and comparison to non-pilot sixth and ninth grade academies, with reports due August 15 and October 15 each year from 2026-2030.

Appropriates $1,442,560 in recurring General Fund dollars for fiscal year 2024-2025, with up to $200,000 available for research organization contracts and remaining funds distributed to selected school units.
