Changes the City of Jacksonville municipal elections from odd-numbered years to even-numbered years, held on the Tuesday after the first Monday in November concurrent with general elections.

Eliminates all municipal elections in Jacksonville in 2025; extends terms for at-large councilmembers and Ward 1 and Ward 2 members expiring in 2025 by one year, and extends mayor and Ward 3 and Ward 4 members' terms expiring in 2027 by one year.

Establishes staggered election cycle beginning in 2026: at-large members and Ward 1 and Ward 2 members elected in 2026 and every four years thereafter; mayor and Ward 3 and Ward 4 members elected in 2028 and every four years thereafter.

All Jacksonville city officers shall be elected on a nonpartisan basis with results determined by plurality vote under G.S. 163-292 and uniform election laws in Chapter 163 of the General Statutes.

Repeals Article VIII of the Jacksonville Charter and becomes effective December 1, 2026.
