Renames the "One North Carolina Small Business Account" to the "Small Business Research and Technology Account" for use in SBIR/STTR programs.

Creates a competitive grant program for eligible small businesses locating or expanding facilities in North Carolina, with grants capped at $500,000 annually, $2,500,000 total, or five years of distribution.

Appropriates $25,000,000 to the Main Street Solutions Fund for the 2024-2025 fiscal year.

Appropriates $15,000,000 to the Rural Infrastructure Authority and $15,000,000 to the Rural Economic Development Division for downtown transformation grants for the 2024-2025 fiscal year.

Appropriates $30,000,000 to the Department of Transportation to be allocated to the North Carolina Ports Authority for construction of a roll-on-roll-off facility at the Port of Morehead City.
