Directs the Department of Health and Human Services to conduct a comprehensive study on addressing and mitigating homelessness in North Carolina, examining current laws, programs, housing availability, and service gaps.

Study must assess transitional housing alternatives, challenges facing homeless individuals and those aged out of Child Welfare Services, individuals displaced by natural disasters, and best practices from other states.

Department must report findings, recommendations, and any legislative proposals to the Joint Legislative Oversight Committee on Health and Human Services and the Fiscal Research Division by December 1, 2025.

Appropriates $1,000,000 in nonrecurring General Fund dollars for the 2024-2025 fiscal year to implement the study.

Effective July 1, 2024.
