Establishes the Towing and Recovery Commission within the Department of Public Safety to issue permits to booting and towing businesses, set maximum fees, and maintain a public database of nonconsensual towing incidents.

Requires private property owners to post 24" x 24" signs at parking lot entrances displaying towing company name, contact information, and fees; failure to comply is an infraction with potential restitution ordered by courts.

Prohibits booting of commercial vehicles and occupied vehicles; limits towed vehicle transport to 25 miles from removal location; requires nonconsensual towing businesses to accept debit, credit, and cash payments with processing fees capped at 3%.

Creates a statewide searchable database allowing vehicle owners to locate booted or towed vehicles by make, model, and license plate, and requires towing businesses to input vehicle information within one hour of booting or towing.

Requires the Commission to submit annual reports beginning February 2026 detailing public complaints, compliance resolutions, database implementation, and permit issuances; appropriates $500,000 for implementation through fiscal year 2024-2025.
