Establishes in-state tuition eligibility for children of lawfully admitted or lawfully present noncitizens who hold valid H-1B or L-1 visas and are not U.S. citizens.

Eligible students must either hold a valid H4 visa or meet three conditions: continuous enrollment at a higher education institution, held a valid H4 visa at some point during enrollment, and were classified as a resident for tuition purposes at some point during enrollment.

Appropriates $500,000 to the Board of Governors of The University of North Carolina and $250,000 to the Community Colleges System Office for the 2024-2025 fiscal year as nonrecurring funds to offset tuition receipt reductions.

Requires the Community Colleges System Office beginning in 2024-2025 to incorporate any losses from increased in-state tuition eligibility into its enrollment funding model without reducing total requirements.

Becomes effective July 1, 2024 and applies beginning with the 2024-2025 academic year.
