Allocates $6,250,000 annually to Carolina Pregnancy Care Fellowship (CPCF) for fiscal years 2023-2024 and 2024-2025, distributed across general grants ($2,900,000), medical equipment and training grants ($1,000,000), educational training grants ($250,000), and the Circle of Care Program ($2,100,000).

Requires CPCF to establish a competitive grant process with Request for Application (RFA) procedures for pregnancy centers to apply for grant funds, including detailed requirements for applicant operations, staff credentials, medical services, equipment, and marketing practices.

Mandates annual reporting by CPCF and individual grant-recipient pregnancy centers to the Department of Health and Human Services, Joint Legislative Commission on Governmental Operations, and Fiscal Research Division with detailed information on services, clients served by age and income, and fund expenditures.

Limits CPCF administrative expenses to 10% of total allocated funds for fiscal year 2023-2024 and 15% for fiscal year 2024-2025 and subsequent years.

Establishes performance standards for crisis pregnancy centers and authorizes the Department of Health and Human Services to recover grant funds from centers found noncompliant with adopted standards, with appeal rights under state administrative procedure law.
