Creates the North Carolina Artificial Intelligence Task Force to connect the General Assembly with public and industry AI stakeholders, review AI laws and regulations, and develop cohesive AI policy and regulation for the state.

Task Force includes 15 voting members (4 House members, 4 Senate members, 5 industry experts, 5 members with expertise in AI-impacted areas), plus nonvoting members from education institutions, municipalities, and private sector AI developers, and ex officio members from state agencies.

Establishes four Working Groups focused on Innovation, Standards and Ethics, Risks, and Individual Rights to study AI policy, ethical standards, high-risk automated decision systems, and privacy and discrimination concerns.

Requires state agencies to submit inventories of high-risk automated decision systems upon request, including information on system capabilities, data inputs, bias testing, and measures to mitigate risks.

Appropriates $250,000 from the General Fund for fiscal year 2024-2025 to fund the Task Force, with recommendations and legislative proposals due to the 2025 General Assembly before the Task Force terminates.
