Prohibits towing companies from taking vehicles to locations that do not offer recovery within 24 hours of being towed.

Prevents storage fee charges for days when the company is closed or before at least one business day has elapsed since the vehicle could first be recovered (except for 24-hour operations).

Requires towing companies to accept debit cards, credit cards, and cash during operating hours, with payment processing fees capped at 2% or the actual cost of processing, whichever is lower.

Authorizes the Attorney General to assess civil penalties up to $5,000 per violation and adopt implementing rules, with violations classified as unfair and deceptive trade practices; appropriates $10,000 to the Department of Justice for implementation beginning fiscal year 2024-2025.
