Enacts Article 3 of the Uniform Unregulated Child Custody Transfer Act as Part 2A of North Carolina General Statute Chapter 48, Article 3, establishing information and guidance requirements for child adoption placements.

Requires adoption agencies to provide prospective adoptive parents with general adoption information addressing physical, mental, emotional, and behavioral issues; effects of resource access on meeting a minor's needs; causes of adoption disruption or dissolution; and criminal prohibitions under G.S. 14-321.2.

Mandates agencies provide nonidentifying information about minors specific to family background, cultural heritage, medical history, immigration status, previous placements, and available medical and therapeutic resources before placement for adoption.

Requires agencies to provide prospective adoptive parents with guidance and instruction addressing the minor's history including previous placements, trauma exposure, fetal alcohol exposure, sibling separation, and ethnic or cultural differences, with timing dependent on domestic versus intercountry adoption.

Takes effect 60 days after enactment and applies to adoption placements beginning on that date; includes conforming changes to existing disclosure requirements in G.S. 48-3-205.
