Appropriates $4,000,000 in recurring funds for fiscal year 2024-2025 to the Board of Governors of The University of North Carolina for the North Carolina New Teacher Support Program (NC NTSP).

Enables new graduates from alternative licensure programs and educator preparation programs to participate in NC NTSP at no cost to local school administrative units.

Prioritizes funding for school districts in development tier one counties and considers factors including economically disadvantaged student populations, school density, teacher numbers, and district relationships.

Designates eight eligible school districts: Anson County Schools, Greene County Schools, Guilford County Schools, Onslow County Schools, Public School of Robeson County, Scotland County Schools, Wilkes County Schools, and Washington County Schools.

Provides blended support services including beginning teacher summits, assigned instructional coaches, and ongoing career-embedded professional development tailored to early career educators' emerging needs.
