Appropriates $2,000,000 for Grow-Your-Own and 2+2 teacher recruitment programs in all regions of the State, including career academies and teaching cadet programs.

Establishes a $2,000,000 DRIVE grant program for up to five partnerships to recruit, prepare, and retain racially, ethnically, and linguistically diverse educators through scholarships, loan forgiveness, mentoring, and professional development.

Creates a $15,000,000 recruitment bonus pilot program providing multiyear bonuses to teachers in low-performing or high-needs schools, awarding up to 10 local school districts with maximum $500,000 per district annually.

Establishes a $15,000,000 teacher preparation residency pilot program for up to 10 school districts offering tuition, stipends, and induction support to teacher candidates, with participating districts required to match grant funds dollar-for-dollar.

Appropriates $5,700,000 to expand the North Carolina Teaching Fellows Program to support an additional 490 teacher licensure candidates, including individuals holding bachelor's degrees seeking teacher licensure, and requires educator preparation programs to report enrollment and completion data by student diversity categories.
