Amends the Town of Leland's charter to establish a recall procedure for the Mayor and Town Council members through a formal petition and election process.

Requires a recall petition committee of at least 5 registered voters to file an affidavit with the Brunswick County Director of Elections and gather signatures from at least 25% of registered voters within 30 days.

Upon certification of a sufficient petition, the Town Council must schedule a recall election between 60-90 days later, conducted by the Board of Elections with costs reimbursed by the Town.

A recalled official is removed from office if a majority of voters vote for recall; vacancies are filled by special election except officials who resign after recall petition cannot fill their own vacancies.

Recall procedures are prohibited during the first 3 months of a term, the final 6 months of a term, and for 6 months after an unsuccessful recall election; the entire measure becomes effective only if approved by Town of Leland voters in a referendum on November 4, 2025.
