Amends the Charter of the Town of Garner to authorize the town to impose facility impact fees on new development to help fund community service facilities.

Eligible facilities for impact fees include fire stations, police stations, cultural facilities (other than libraries), and solid waste collection and handling/disposal/recycling services.

Fees must be based on a town-prepared report documenting anticipated capital costs, relevant construction characteristics, and a plan for providing the facilities; fees must bear a direct relationship to additional capital costs generated by new construction.

Town council may divide the town into zones with different fee amounts based on existing facility availability and capital costs already paid; all collected fees must be placed in separate trust funds and spent only for the facilities they were collected for.

Aggrieved parties may appeal fees by paying under protest and submitting notice within 30 days to the town manager, followed by a public hearing within 35 days; appeals of the town council decision may be reviewed by Wake County Superior Court.
