Authorizes the Durham Public Schools Board of Education and County of Durham to partner together to construct, provide, and maintain affordable rental housing on property owned by either entity.

Allows the two entities to convey property to partnerships, joint ventures, or land trusts for affordable housing purposes, but prohibits transfer of property acquired by eminent domain after the bill's effective date.

Permits the housing entities to contract with private businesses to finance, construct, or maintain the affordable housing units.

Restricts rental units exclusively to Durham Public Schools teachers, sworn law enforcement officers, and first responders employed by local governments in Durham County, with at least 75% of units reserved for teachers and remaining units available to other school employees.

Requires all affordable housing units to comply with applicable building codes, zoning ordinances, and health and safety regulations.
