Changes Robeson County Board of Education elections from non-partisan to partisan for all eight district seats and three at-large seats, effective beginning with elections held in 2026.

Modifies the at-large election process to allow each voter to vote for three candidates, with the top three vote-getters from each primary being nominated for the general election and the top three vote-getters in the general election being elected to at-large seats.

Establishes that board vacancies occurring in 2020, 2022, and 2024 shall be filled by remaining board members (with district seat vacancies requiring appointment of a district resident), while vacancies beginning in 2026 shall be filled in accordance with G.S. 115C-37.1.

Adds Robeson County to the list of counties where G.S. 115C-37.1 applies to board of education vacancy procedures.
